The National Development Bank (NRB), in cooperation with the Ministry of Foreign Affairs, the Ministry of Industry and Trade and the Government Commissioner for Reconstruction of Ukraine are preparing a pilot guarantee programme aimed at supporting Czech- Ukrainian investments. The programme is being prepared under the EU's Ukraine Investment Framework and its goal is to assist with the (post)war reconstruction of Ukraine and to support the involvement of Czech companies in this process.
Reconstruction of Ukraine

The aim of the programme is to support productive investments in Ukraine with a specific focus on the energy sector and on projects implemented in the so-called frontline regions (in particular Dnipro and Kharkiv).
Loans will be provided by Ukrainian commercial banks, and the beneficiaries will be Ukrainian entities without ownership restrictions. This may include Ukrainian branches of Czech companies, local companies (co-)owned by Czech owners, Czech-Ukrainian joint ventures, Czech-Ukrainian project SPVs, or Ukrainian companies with a Czech partner. The NRB will provide a guarantee of 70 – 87.5% for these loans, depending on the sector and the location of the project, while the European Union – within the framework of the Ukraine Investment Framework- will provide a counter-guarantee of 70 – 80%, also depending on the sector and the location of the project. Thanks to the leverage effect of both national and European guarantees, loans amounting to approximately CZK 4.2 billion will be available, enabling investments of around CZK 6 billion.
The programme proposal was approved by the European Commission and the Member States on 7 March 2025. Negotiations with the European Commission will now continue with a view to negotiating and signing a guarantee agreement to confirm the involvement of NRB in the Ukraine Investment Framework. At the same time, negotiations with Ukrainian banks are ongoing and preparations are underway to introduce this guarantee scheme into the Bank’s product portfolio.
The anticipated launch date for the programme is Autumn 2025. We will keep you informed of any updates on this page.
At the same time, we are preparing an online seminar for companies in April, where we will provide more detailed information on the progress of the preparation of this programme and outline the basic parameters of the guarantee.
